It never outright prevented haki usage, it just drains so much stamina that a person can't really use it, but characters who are either accustomed it, e.g Yamato and Loki or who have insane amounts of stamina, can still use it, albeit not effortlessly.
We literally already saw Luffy use haki underwater, and seastone is stated to mimic the effects of the ocean
Seastone doesn’t stop you from using haki. Look at how useless and indecisive the Calamities were in front of chained BM, literally feeding her sweets just to appease her
We know her natural external dura comes from haki-based defenses
I mean characters like Aisa confirmed you could be born with your haki unlocked so I wouldn't be surprised if she was born with insane armament permanently coating her skin or something

It wouldn't really be that crazy considering how cracked Aisa's observation was. She's like 10 and was able to sense people passing out throughout the entire Upper Yard while not even being on the island
If you think about it Big Mom could just be that but with armament and an absurdly large body for a human
Still would've had to hit the genetic + haki lottery though
Her natural strength and durability are both purely due to her potent natural haki armor, which we know fluctuates with mental state (Kata needs to remain calm to use FS). It has absolutely nothing to do with her body weight like some cats here think, those things only affect stamina and mobility (neither of which haki affect)
