They definitely feel like last minute additions but it'll all depend on what they actually do.
It makes sense to have a really strong group directly controlled by Imu and CP0 have basically been left behind from a powerscaling standpoint.
I was talking about this in different thread just now.

They are definitely retconned since Oda "saw" potential in them being some fighters group or something like that.]


First info about them wasn't some hype shit, they were Royal dogs intervening when CDs go at each other's throats.

Sounds lame as fuck.

Now we got all the Silhouettes and some of them look like people we know.

I dont think there are only 9, when a group is so important and small Oda usually have the number stated out loud or as part of the name(4 emperors, 7 warlords, flying 6, etc) but thats not the case here. I think the silhouettes are just a generalization of an actual army, wich will be mostly of composed of powerful fodder(but still fodder nonethess) and a couple of strong guys to fight the Rev captains and vice captains. I still belive in Robin's words that the admirals are the ultimate weapons the WG has when it comes to fighters, and that only Imu has the potential of being above them :kayneshrug:

It is not mentioned anywhere that they interfere between celestials
They took over the investigation taht Mjosgard helped Sai and Leo escape after they assaulted Charlos.

If they're allowed to investigate Mjosgard, and possibly detain him and question him, they're celestial dragons.

They're clearly a serious bred of celestial dragons, though, like the Gorosei are.

tobiroppos 2.0. Fact they were silhouetted means it was over before it even began. None of the cool characters in the story were silhouettes during their introduction. Chief clown oden was silhouetted to oblivion and look how he turned out to be. Its why I believe Imu will be the worst villain of all time

Dont really care if they are powerhouses at all but the Kaido & Meme / Warlords introduction was through silouettes.
