Yes. Think of Blackbeard's pirates role against Whitebeard, only with the morality of it reversed.

Zoro would have thrived as a character if he was a Marine or Bounty Hunter.

His association to SHs and especially Luffy ruins him completely. He has been dead as a character ever since Thriller Bark after arguably the worst character moment of the entire series

Considering how much stronger he was than everyone else in post-TS, he should have been more condescending towards everyone around him and treat people the way he treated Monet. Kind of Madara's "weakness disgusts me" attitude with a slight comical element.
It would have paid off well when he once again runs into a wall against Mihawk and gets a taste of his own medicine to piss him off.
