Linlin would be a nightmare for them to control. They wouldn't be able to discipline her like other officers as she has periodical hunger pangs she can't overcome. Either they accommodate her because they'd value her strength that much, or they place her in Impel Down as to not risk being a threat to them.
She'd ask if she could be Admiral, and Akainu, Aokiji, and Kizaru tell the highly valuable Vice Admiral bluntly, "no!" After the timeskip, Kizaru and the new recruits (Fujitora, Ryokugyu) still say "no!"
Lilin ransacked an Elbaf village and killed an elder giant in one hit by the time she was set to be sold. The WG/Marines would have made sure to select an instructor strong enough to silence her if necessary. Vegapunk may have been able to do something about her food disorder. She was also relatively easy to manipulate than an average person. They shouldn't face difficulties in crafting her as a dedicated soldier.
If she were a marine, she'd have been an admiral bare minimum. I don't know how CP-0 rankings work, but she'd definitely be one of the most powerful members if she were a part of them.
Her potential as a Marine is higher than her potential as a pirate. Simply because she would've been trained in various fighting styles like rest of the marines, and rather than wasting time popping out children, she would've been focused specifically on training and such. She then also more than likely would've received a Devil Fruit.. and if it was a Logia.. rip
But for the question who wouldn't have been admiral, well Kuzan as he was the youngest and more than likely became one after Borsalino & Sakazuki who entered the marines together and more than likely became admirals together as well. After Sengoku's retirement from Fleet Admiral.. Sakazuki still would've been the main choice for Fleet Admiral.
