Not really. I can see where you’re coming from as the axe is more a strength type weapon but think it’s a different story if it’s dual wielded. You’re compromising on strength for balance if you’re welding two. Plus it’s much easier to block attacks if you’re dual wielding a sword than an axe as you wouldn’t ordinarily block with the shaft at least against someone with another blade type weapon so you need to have high dexterity & speed.
I agree with you though that he could be a powerful brawler with powerful Haki. Really does give off Garp vibes. Reckon he’d be reckless & a risk taker as well given his personality
Don’t think PoL is an ability one can just use coz they want to but given the Sanji parallels can’t shake the feeling that kinda like how Sanji’s abilities are unique amongst the M3, Gaban could also be a special ability user in which case don’t think a DF is off the table as I doubt he’s a modified human.
Whether he has ACoC or not will depend on whether Oda wants to make it a necessity for powerful top tiers to have. If Gaban doesn’t have a DF or a special ability like Sanji though then he’s almost guaranteed to have it imo.

Future Sight would be nice and very fitting. Same for Observation/Future Sight Killing if Oda wants to officially incorporate that into the manga and introduce it to Luffy (then again he could simply do that through Shamrock to highlight the similarity between him and Shanks despite their upbringings).
I expect him to be very proficient in armament haki, but not to the extent as he will be in observation. Being a swift and dexterous fighter with his axes, perhaps specialising in quick movements with his hands moreso than his physical movements (which will likely be insane too).
Oda could give him advanced Conqueror's haki or not. We'll see. I could see him utilising it as the fight grows more intense to really challenge Luffy (and also act as a representation of how strong his mentor, Rayleigh is, for someone comparable to him, to give Luffy a run for his money), but perhaps Power of Love will work fine instead.
Overall, I'm very excited for this confrontation. Should be good.
