He doesn't have a black blade, that was armament. We saw a close up of Ghandi's blade in Marijoa, it wasn't black.
Ghandi's DF isn't on par with the Azure Dragon. He doesn't have Shanks' level of Haki either.

Every Gorosei has stronger Haki than Shanks
Shanks has never shook an Island

He has sky split Haki like Big Mom and Big Mom's Haki roar was pitiful compared to Gorosei Haki roar.

Only top top tiers have saijo and all of them have top tier haki
