It's not genetic. Family Lineage increases the likelihood but at the end it's also about people being born with qualities and ambitions of the king

Just take the middle ground of a Rich/Priviliged kid is more likely to think he will achieve his goals than a poorly doing self doubting middle class kid.

He is royalty and Wing of the pirate king.

More importantly Oda thinks it's important he gets the ability. You can't rationalize CoC. At the end of the end it's a quality found in people who make a name for themselves. If you take a group of big wigs that's where you find the CoC. Sanji is surely a new gen big wig. And there is a honestly a severe lack of young CoC users. I wouldn't be surprised if Law, Sabo and even Cavendish getting it.
