Luffy - Admiral : free justice (Fleet Admiral is impossible for him, Admiral is okay, Admiral...Kizaru got it after all)
Zoro - Vice-Admiral (Admiral Candidate/ Garp vibe, do as He wish even in a lost direction)
Sanji - Vice-Admiral (Admiral Candidate, Gion momousagi vibe: delicate)
Jinbe - Vice-Admiral (Admiral Candidate, ChatOn Tokikake vibe: old - capable)
Robin - Vice-Admiral (Vergo vibe, wait... No no.... Not to be Yonkou vibe.. this is very CrItiCaL situation)
Franky - Vice Admiral (John Giant/Bastille type, suuuperrr...)
Brook - Rear Admiral (just lack of feat, not strength/capability)
Usopp - Rear Admiral (notable HQ marine, solid in his rank rather than become a VA Capman)
Nami - Commodore (commodore smoker at Marineford who has a gut to take on 300m pirates)
Chopper - lieutenant (his presence hinder him to go upper rank)
Admiral candidate = who can take on YC 1-3

Luffy: Vice Admiral (Admirals are lap dogs, Luffy is too spirited to follow orders. He's also not the type to sit still for 5 minutes as has been stated, so no to Fleet Admiral I don't think you could get him into an office.)
Sanji: Vice Admiral (Like Luffy, would refuse promotion as he's more the leader type to take control of batallions. See G5 as an example, and probably wouldn't want to just go take care of things when told to take care of things.)
Zoro: Admiral (Probably also wouldn't like being a lapdog, but as Vice Admirals are more out on the field and sent places, his sense of direction wouldn't work and he'd get his whole squad lost. Also wouldn't like to be office-bound. So he'd probably be the only one to accept promotion.
