The brain of the CG is Crocodile and he will only make a move if he can gain more military power or Ancient Weapons. Buggy's plans can also get mixed and he would go for One Piece so they need Road PG copies and someone to read them as well. Buggy is the one issuing bounties on Marines so it's unlikely for Croc and Hawk to make such move...
Impel down seems like an obvious target tho considering that Croc and Buggy know it inside out and this time they have the backing power that can take Magellan out. Also easy way to gain military power through Doffy, Weevil and return of the missing BW Mr.2, Bon Kurei. CG needs 10 solid commanders and ID is a fast lane towards that goal.
There is no point in clashing with Marines and unnecessary taking losses, nothing to be gained from that.

I once read a theory that the last poneglyph is actually the Captain John's treasure Buggy is looking for.
I'm honestly not sure if the timeline even fits for that to be possible, but I think it would be funny if Buggy was the only person in the world with the info from the last poneglyph, fits his insane luck.

I vote the ID route, primarily because Bon Clay and Magellan should be involved in the rest of the story somehow.

Hmm, because I think it fits their MO. Croc offered the role of partner to Mihawk after losing his Shichibukai title. Doflamingo has dialogue ties Crocodile. And Weevil ideally should ally with a group, which I think CG fits best. Its also possible they recruit Hancock and maybe even save Kuma, but who knows for sure. Moria should also be a super easy recruit.

Only 3 possibilities.
1. Cross Guild vs Greenbull & His Fleet. Crossguild would gain recruits in Weevil, King, Queen, and whoever else is locked up in the ship. Mihawk vs Greenbull.
2. Cross Guild vs Fujitora. Mihawk searched out for the strongest swordsman he heard of in the Marines. Fujitora vehemently hates the warlords and decided to fight The Cross Guild. Two of the strongest swordsman of the series fight. Crocodile, Daz bones and others fight Fujitora's fleet.
3. Cross Guild goes to Impel Down. Free prisoners, recruiting the strongest including Doflamingo and his crew. Mihawk fights The admiral guarding the base. Crocodile and others fight the strong Va's and other fighters as they infiltrate the place.

Cross guild main existence is something to counter directly the Navy. Buggy's immense influence and army is something not to be underestimated because even Wb recognized it and asked Buggy to help him.
That simply means Oda can create any character with any strenght in that cross guild. And of course having Crocodile who is simply a Buggy without the goofyness is terribly dangerous.
And Mihawk to just confirm that crew is yonkou lvl crew. This is how the OPverse sees them.
But to me personally, this crew is just a fanservice and its goal is to create some tension. We can't have any bounties on admirals so here's one way to have it.
Mihawk didn't move his ass this entire time why suddenly he gonna go after Navy, he doesn't give a fuck.
Even if Doffy joins this guild, they are here for the balance of power.
