Punk Hazard for me is when it seemed setting things up for the future took a major focus instead of more of a background thing

I didn't notice it until WCI second half since I was still in fanboy mode at that time, but in reality it was in Punk Hazard. Punk Hazard was 50 chapters long. That arc alone was half the time it took Sabody, Amazon Lily, Impel Down, MarineFord and Ace/Luffy flashback combined.

Fishman Island arc. Compared to the epicness of Sabaody, ID and Marineford, this arc was absolutely trash

I loved Punk Hazard and Dressrosa (although, the latter dragged on for too long and had some cringe moments).

WCI however, was when the writting became chaotic and messy. I know people don't like breaks, but I think Oda really needs more rest and to take more breaks. The writting suffers when the Mangaka is overworked. Everyone needs to recharge.

I wouldn't exactly say it took a nose dive, but I think he struggled balancing the amount of characters in Wano, which resulted in the arc not being as satisfying as previous arcs. Which is also the reason I would say his writing wasn't up to par in that arc.

I hope that Wano was a learning experience for Oda and he's able to learn from his mistakes so he can make a great final arc.

Dressrosa probably.
Not that the writting is bad all the time or doesn't still have great moments. I loved Usopp's moments in Dressrosa, Law and Doffy's backstories were excellent, Franky vs Señor Pink also really surprised me.

The real issue is this was the point where Oda started trying to focus on too many damn characters all at once. This clutters panels, extends arcs too much and spreads meaningful moments for important characters too thin.

It was fine during Marineford considering the scale and severity of that conflict, plus Luffy being the only main character present.
But both Whole Cake and Wano suffered greatly for it.

In Dressrosa he started going overboard with focusing on support characters (and introducing dozens of them), so I'd say there.

Same Writing tbh, i never felt a change from Oda
I think only difference is that Early Oda was more careful about what he Draws & wanted to stay Safe to attract Readers
But Post-TS when OP already became a Supernova of a Manga, Oda felt he got more Freedom & started Drawing whatever he enjoys
So we ended up with Dressrosa, WCI & Wano far longer than needed

But as i said, it's not the Writing that changed, it's the extra Scenes, Characters, Side-Plots that increased in number
For example, Wano could have been very simple:

1 Volume for Act 1
1 Volume for Act 2
1 Volume for Oden's Flashback
1 Volume for Raid Start, Both Sides Introductions & Kaidou vs Scabbards
1 Volume for Flying Six Fights
1 Volume for Three Calamities Fights
1 Volume for Big Mom/Kaidou Fights
1 Volume for Post-Raid

I think everyone would enjoy Wano much better even if he didn't change the Plot if it was just 80 Chapters (Even 90)
But almost 150 Chapters was simply too much

I'd say it's gotten bloated and drawn out. I think the worst culprit was the end of the Kaido and Luffy fight. lol.

It's really weird what Oda chooses to focus on. Tired gags and side characters no one is excited for. Then only gives us a glimse of the side characters that are actually interesting.
