Rocks knew, Garp/Sengoku said he was interested in the Poneglyphs. Rock's threat was more than just being a powerful pirate, he had interests in Poneglyphs. I think chapter 957 states this which is why the WG erased information about him.

We know that Roger Pirates were the first to reach Roadstar 39 years ago. There is nothing that says no one else made it there in the next year before the God Valley incident. So, there is a possibility that Rocks' entire crew made it to Roadstar after Roger Pirates and learned the truth that way. This would give Big Mom, Kaido, and Whitebeard the information (seeing as all 3 of them know about the Road Poneglyphs's). Shanks would know the importance of the Road Poneglyphs from being on Roger's crew and so should Buggy for that matter. Roger starts the Great Pirate era at his execution 22 years ago and who knows how many people have made it to the Roadstar since then. There is also the fact that the World Government had outlawed researching the Poneglyphs which would spark some people's interest in the taboo like we saw with the Scolars of Ohara.
I was talking about timeline since I thought BM had another source and was already in the hunt but @Paperchampion23 @HPsyche corrected me.
Big Mom was in possession of many Poneglyphs so it is also entirely possible that she had a Road Poneglyph and did not know or understand the importance of what she had at the time Roger stole a rubbing. Only figuring out its importance later in the story closer to the current timeline.

Yeah, Big Mom had an interest in treasures and different cultures. It makes sense she would value a RP without knowing about the OP.

Yeah that seems like a lot of inconsistency or I am misunderstanding some shit. Government has forbidden reading of Poneglyphs, learning about history, but there are different types of poneglyphs and the RPs are only learned about after reaching Lodestar. If there was already knowledge about LT and requiring RPs to get there then there was no point in going to Lodestar.

I think the government forbidding going to the island is referring to Lodestar for the general public, the government themselves wouldnt tell of another island, the actual island, they are just warning about the precursor.

Of course the stories part is not impossible since the prophecies and things are still a part, the Kozuki are passing down the knowledge, no way other kingdoms and bloodlines didnt have something similar.
