There is nothing in story that specifically states Vira is in paradise. We only know it is a small island in Grand Line where Revolutionaries are ruling. Some editor from the wiki page thought Grand Line = Paradise and placed Vira in Paradise section, which is just wrong to do imho.
Also, in Road to Laugh Tale, Oda gives quite a lot of island names for the last RP, all of which are in New World. He named Vira as one of the highlighted places alongside Hachinosu and Elbaph. It acts as a soft (but like 99%) confirmation that Vira is in New World and deep in New World. Since Elbaph and Hachinosu seem to be relatively close to each other geographically, Vira may be close to them too. Maybe it is the next island reachable with the Log Pose.
Noland’s story also supports the theory of Vira
being close to Elbaph. He says after leaving Vira, they saw a merchant selling sky bike thingy. Now, it is assumed that the other entrance to Skypiea (Summit of the High West) is the Heaven World of Elbaph, which honestly speaking makes total sense and is probably true (or it leads to another sky island). We know Noland visited New World (Dressrosa is confirmed, Elbaph is likely since Jarul is 400+ years old and he potentially may have met Noland, also inspiration from Gulliver).
