Luffy still has a chance to "beat all the admirals." And it kinda seemed like Kizaru was first but... wtf? He's been walking around Egghead confused and conflicted, took like two pops to the head and just kinda wandered off. The story certainly isn't done, but as of now who wants to see him back in the spotlight? Can he really outshine Saturn?
And I understand why all of the Gorosei can't have equal build up but we're like three or four volumes in and Luffy has no idea who they are or what they've done
I think Kizaru for the rest of the story will refuse to fight the strawhats.
Kizaru probably won't have his shining moment as a villain anymore. But I think he will see Devon and Van Auger leaving Egghead and decide to chase them. Light vs Darkness may happen and Kizaru might get slayed by Teach. (The Darkness/Black Hole that eats the light parallel).
But yeah I agree about the Gorosei, they feel still out of touch regarding our protagonists. I think the only real tie-in we have is still with Robin/Ohara and Saul, but atp it isn't enough.
Saturn was built up to be more of Bonney's/Kuma's big nemesis. Similair to how Doflamingo was built up to be Law's big nemesis.
All due to a shared flashback story. But it is probable that the Gorosei will get their own flashback at some later point, same as Doflamingo had his with his father, brother, mother.
Outside of some powerscaling fiasco I think that they received a fair treatment this arc. Just that this arc the build-up felt more staged and less fluid and that is mostly due to the whole arc structure of Egghead which has been unique so far.
I would cut off a slack for Oda, he tries his best to cook up some new experiences for us and not exactly replicate the success formula of a Doflamingo or so.
