Law vs Blackbeard, so not too long ago.

-BB pirates attacked the Heart pirates on sea
- Law nearly drowns Teach if not for Van Augur.
- the Heart Pirates used their underwater submarine along with the ability to swim to their advantage by firing near the shore.
- finally the last thing Teach did was personally go down to sink the Polar Tang.

Buggy, he’s a pirate, he makes the story piratey, he’s the OG true pirate, I mean buggy had a cruel crew, he took over villages and caused terror and raided them, fought a bit eh but still, and I mean he could be more of a viking you could say, with Ross guild and them causing terror, plundering villages, and buggy having more of a Viking style then a piratey

One Piece since day 1 has never felt like a PIRATE manga if we're talking about pirates of the carribean style pirates and shi. It's always felt like a group of adventurers. I've always said it multiple times, Pirates to OP is what "ninjas" to Naruto are. They're gimmick terms.

Sabaody Arc; strawhats and their rivals have pirate'ish outfits (not that scifi/cartoonish bullshit), this arc's rivals are actual pirates/military, themes of this arc is reckless rebellion and freedom, ruthless plotline, adventurous vibe — etc. etc.
And the next arc is Amazon Lily, which feels like Fairy Tail fanfic lol. Next are "prison escape" and "shonen war arc", which also feels kinda out of place in pirate story, even tho i like 'em.

I would say one piece is maybe the most pirate story there is, if you take into account that being a pirate is about freedom, not about acting a certain evil way

Like Luffy is a real pirate, because he is a outlaw on the sea

About the last moments, it was pretty close to where we are now: Shanks vs. Kid and BB vs. Law (Blackbeard's crew especially are the ones who look the most like pirates in the whole story). However, it's indeed increasingly rare to see such things in One Piece. If we take into consideration only arcs, then I'd say it was probably Jaya... One Piece is looking less and less like a pirate story ever since they entered the Grand Line.
