He need to bring Mihawk back to the main stage, not move the SH away from it to get a Zoro vs Mihawk. He have created this Shanks Mihawk connection since the early story so when the time for Luffy and Shanks to meet come, he can use this as a oportunity to put Mihawk there and bring this Zoro and Mihawk plot back.

Shanks and Mihawk being friends and the main goals of Luffy and Zoro is not a coincidence

Marineford bare minimum tested luffy and thats it. Didnt affect the story stayed on the periphery.
Trained zoro for two years training the guy who will beat him.
Hes relevant to zoro by staying the strongest.
Joining others and affecting others or luffys plot makes no sense.

Hes an actual character with influence within the one piece world that has more on the mind than just zoro defeating him one day

For zoro vs mihawk to even happen he needs to be pushed more into the plot not out

Hes zoros goal but hes also his own character too

He can do things outside of daydreaming about zoro beating him. Him playing a role in the story doesn't hurt him or zoro. It makes them more importantly and relevant
