Dude no top tier is 1vs2ing 2 top tiers, he will die. Dont overrestimate him for no reason.
Because they weren’t going after him with the express intent to capture him before. Now they do. And by express I mean they deem his capture to be important, whereas before sure he was chased but I doubt they were sending admirals after him and then there is also the fact that they probably scouted him to become a shishi quite early.
