2 Important things:

1- I didn't consider the Admirals, Blackbeard or WG as they haven't become main villains of an Arc yet.

2- Don't just consider the main Villains of the arcs, also consider the secondary ones like Daz Bones, Bon Clay, Kaku, Jabra, Absalom, Pica, Vergo, Katakuri, Queen, King, Monet, et cetera ;)

Pre-TS collectively win all rounds.

Only good post-TS villain is Doffy, the rest is forgettable.
 
Post-TS villains are often re-skinned Pre-TS villains, not just in their character but in their story too.

Crocodile - Doflamingo
Moria - Big Mom
Arlong - Kaido

Post-TS are upgraded in a lot of ways but it's hard to disengage from the originals.
Even many of their subordinates' powers are just recycled from pre-TS villains. Aside from partly being an upgraded Crocodile, even most of Doffy's crew just uses upgraded versions of Baroque Works' abilities.
 
Vergo is definitely above pica, Vergo was called doffys most valuable subordinate.

I can't see how anyone that is not a swordsman or have cutting abilities have any chance against Pica.

Still I wouldn't say that current Luffy can't beat him.
Nah, current Luffy claps, don't do that.

Kaido, for sure. We've had the dissatisfaction with what Kaido did to the country since the beginning of Wano. The girl O-Tama was introduced early in the arc, showing the catastrophes caused by Kaido in the country. The misery of the people being constantly thrown in the faces of Luffy, Zoro, and the rest of the Straw Hat crew.

The fact that people couldn't even eat or drink clean water, executions, and people laughing at someone's death. All of this served to build up the protagonists who were there and guide them on what they needed to do in Wano. We had fights with Kaido early on in the arc, with Kaido appearing as early as chapter 921. The tension was already immense, having two Yonko on the island who were capable of killing 5 SNS with just one or two attacks(Hakai). But Kaido took it to another level by making the island float, turning it into a time bomb. Not only that, but Kaido's strength caused so much tension that it even killed Luffy.

Not to mention that Oda basically stated that the worse things get, the more Luffy laughs. In other words, the tension of facing Kaido was so overwhelming for Luffy that he couldn't stop laughing. The guy almost went insane.

Oda giving a brilliant definition of the phrase: "I'm laughing out of nervousness."

We got his message loud and clear. The problem with Hody is that he lacked a presence and wasn't a real threat to the Straw Hats as he and his gang were used as an opportunity to showcase how much the Straw Hats' training has (allegedly) help them grow since the timeskip, and there was no way that Oda would have them struggle against Hody Jones and the Fish-Man Pirates when the point of the training was to enter the New World with little trouble (though having Luffy struggled immensely against Hody Jones was a rather strange call from Oda).

Crocodile was similar to Hody in terms of being a straight up villian with little reasoning for his actions other than pure selfish reasons, but the difference between him and Hody is that many consider Crocodile to be a really cool villian and he was also a threat that we took seriously everytime he made his existence known. Hody never came close to having such a commanding air around him, and as such most of us don't consider him a good villian, regardless of the theme he represented.
Hody's strength was decent. He is probably around Snack level.

And Luffy was basically fighting nerfed underwater most of the time.

Disagrees about the Hody and Crocodile comparison, Crocodile does have reason for being a villain yes but Hody don't have a clear reason to be evil which is misunderstood.

Hody has the charisma necessity to be a threatening villain.

Main Pre timeskip Villains:

Arlong, Sir Crocodile, Enel, Rob Lucci, Moria, Magellan, Akainu

Main Post Timeskip Villains;

Hody Jones, Caesar, Doflamingo, Katakuri, Linlin, Kaido.

Pre-timeskip villains sweep. The only good antagonist from the PS is Doffy, who is only marginally better than Sir Crocodile. Then you got Enel, Arlong & Magellan all sweep the rest of the PS villains.
