If they want to subjugate Elbaph you would think they need someone who is their strongest fighter next to Shamrock. But this is One Piece we are talking about. To accomplish what they are trying to do, taking kids hostage to make the adults fall in line, they will need someone with a hax ability who does not necessarily need to be strong.

The opponent is Shamrock.. It's like saying Spandam and his Elephant Sword are 2 opponents.. They're not, it's just Spandam and his fighting style abilities, just like Hawkins can manifest his Straw man's Card.. Just like Mr. 4 and his Gun Dog, it wasn't a 3v2 against Usopp and Chopper it was a 2v2..
Except that this is an awakened mythical zoan that wields 3 swords, the dog is absolutely his fight and may be strong enough that he can’t handle fighting it alongside Shamrock
It is possible Shamrock fights Zoro with Cerberus also and Luffy is matched up with the newcomer while Nami fights Gunko.
i think the fight starts with these three and Sanji will come in while Shiki flies Nami out and goes to save Loki

We don't know if it's Awakened, the Dark Clouds might just be Imu's Buff..
Edit: Nevermind about that it's definitely awakened.. Well i think there are 2 forms to Awakening too so..
Also when Shamrock's said to Gunko speaking about Loki '' he isn't worth getting my hands dirty '', it implies that his main fighting style will be him swinging his Cerberus Sword..

Ig it really depends. That bitchass HK that's with Shamrock is most likely Nami's victim. Since Nami is also going there with Luffy and Zoro.
I could see Shamrock fighting Loki, cuz of obvious reasons but he's pretty damaged so there's that; Luffy although I'm not that sure since Luffy doesn't really fight swordsman (but it's still possible) and even Zoro.
So the 3rd HK is most likely someone that Oda will bring to fight the character that's free.
