It's still pretty hax to take up 2 of 21 O wazamono in the world.
There are more than 80 known paramecias shown so far in One Piece, so proportionally 8 times as rare to have two O wazamono than to have a single paramecia.

Zoro was asking if he would be stronger. Literally nothing support even Enma being a training tool. Enma does nothing but drawning excessive haki from it user. It only makes Zoro tired faster since he didn't fully tame it. That is why Zoro was tired after beating random gifters, had his head bleeding out of nowhere after cutting that Number weapon etc.
Again, Enma is only nerfing Zoro. Enma took so much haki to cut a cliff while Zoro with less haki is cutting Half Dressrosa Size Pica.
Zoro was never implied to not being able to use his full haki potential, so Enma makes no sense as power up or even trainning tool.
