Obviously Burgess can get stronger but that’s not the point, he got a bad portrayal in Dressrosa when he got badly beaten by Sabo. Usually that’s not how Oda treats the strongest opponents because it’s detrimental to their aura. That didn’t happen with Shiryu because he’s obviously Zoro’s future opponent.
Also, I don’t see any parallel between Sanji and Burgess.
BB’s M3 coming from Impel Down makes more sense to me. Pizarro, Vasco Shot and Sanjuan Wolf fit the bill. That’s the way I see it, I don’t see how my opinion is garbage.

He went toe to toe with Sabo and the only decent hit Sabo got on him was a surprise attack. Plus Burgess merked his entire bracket in 20 - Burgess had a pretty decent portrayal if you ask me.
Oda portrays the BB pirates as mirrors/rivals of the SHs - they're growing stronger at a quick pace too. Sanji/Zoro would've met the same fate if they had to fight Sabo.
A prevailing theory is that Sanji and Zoro will 2v2 Shiliew and Burgess because the Suke Suke no Mi and Kira Kira no Mi are strongly tied to both of them and yet one of them has already ended up in the hands of what you would expect to be a different crewmates opponent. Sanji and Suke Suke - but Shiliew ate it. It makes sense for Burgess to eat the Kira Kira, which will be a significant powerup.
Oda only needs to portray the big daddy villains as imposing and overbearingly powerful aka the guys Luffy fights. Mr 2 was a joke (still ended up being a big threat) - fought Sanji, or Hatchan - fought Zoro. Heck, Kakku and Jyabra were a
complete mess. PASTA MACHINE!? Dude Oda doesn't give a fuck about how he portrays villains.
