"Power creep" issues in One Piece are directly tied to Oda's MO of "stating things", but doing an extremely poor job at actually "showing things".
WB has "the power to destroy the world". Can't barely destroy Marineford.
Mihawk is the "WSS". Can't overpower Vista.
Luffy came back from the 2 years mastering Gear2 and Gear3. Creates a Gear4 with the same drawback gimmick he had previously with Gear2/3.
Bounties don't always reflect strenght. Consistently uses it as a measure of strenght, aside from gags or rare cases, like Robin's ability to read poneglyphs. (the fact that this alone doesn't give her a 500M+ bounty AT LEAST, is actually the weirdest shit I've ever seen in One Piece).
Kaido one shotting Luffy's gear4, and the only thing different for Luffy is that he can now use an "inner punch", but didn't get any significant defensive boost, is poor portrayal, for both Luffy and Kaido.
Luffy easily dealing with Cracker with tankman, to then almost not winning against Katakuri, and then making Smoothie, who is between them, not do anything significant, is a mess.
Etc.
It's easier if you go for what Oda "states" rather then what he "shows". He makes A LOT of crappy decisions with power demonstrations.
Is Kaido the strongest creature? Just accept that he is. Oda made sure to tell the whole freaking world how Kaido is this OP being. But he also thinks its cool to draw him screaming like a baby every time someone scratches him.

Imagine getting a 330M bounty for your broken ties with OP Nazis, but only a 130M for the ability to find the 3 most powerful weapons known in OP entire history, and learn about some ancient secret the WG wants to hide at all cost, going the lengths of destroying an entire island and its citizens for the sake of it.

No, Luffy = Oden, not Zoro.
And for now Zoro didn't do anything impressive which would put him above Sanji. Fightning a Yonko, Kaido specifically, is not impressive since he is a sandbag, weaker characters (than Zoro) fought against him and they are in numerical advantage (and all was thanks to Luffy, without him the fight would be entirely different since he was the one carrying the group and both Yonko focused on him).
And for now Zoro didn't do anything impressive which would put him above Sanji.
