Madara without a single doubt, naruto has the best shonen villains.
Zabuza, orochimaru, pain, madara... kaguya was the only exception and when you stop to think about it, her husband tried to trade her with the enemy and She saw her only friend get mercilessly killed by several arrows shot in her back...
Had kaguya come across slightly better humans, she most likely wouldn't have turned into a villain

Alright let‘s debunk some of your bs.
-Akainu stopped Kizaru because the unknown force of the Samurais- Which Kaido easily annihilated. Kizaru is a bozo. He would barely beat Katakuri. Nowhere near Big Mom‘s level and definitely not on Kaido‘s. Kaido pushed Luffy to extreme diff in G5, Lizaru got embarrased
-The Gorosei said was is worth to sacrifice their top agent to anger Kaido.
-Kaido afraid of Oden and Hyogoro? Lmao. Kaido one shot Oden into a coma. He is a joke. Oda created Oden as a fanservice to honor Japan and Samurai in Wano.. There is no logical way that Kaido would personally put Oden on the same level of Xebec, Shanks, Roger and WB. It‘s pure pandering.
-Kaido was the only competent fighter in that 20000 army bullshit as a matter of fact Kaido did almost everything by himself.
Again Big Mom was no help for Kaido either. He called her straight embarrassing when she fell.
5 Nations united for Madara okay I agree, but Madara was actually a final antagonist while Kaido was just a boss. Yet still Luffy needed an Alliance of Law, Kidd, Mink, Samurai and Yamato..
