Sanji might be at the bottom of that list, either him or Robin. Funny how the 2 strawhats are the worst written of the group. Not that Robin is all that bad, it's just for all her panel time she's nothing special, the other 4 clear her.

My vote goes to Doflamingo without any hesitation.

Though all of the others are good, these are some great-exceptional ones.
