General & Others Who are Luffy’s real rivals?

Roger & WB are Characters that Oda thought about from the Start
And it's expected that Luffy who represents Roger, should have his WB
Law & Kid were not part of Oda's Plan & were only Created after a Decade of One Piece
Teach is more like a Villain & not Friend Rival like Roger & WB were
So for me, it's pretty obvious that Luffy's WB is clearly Zoro, just because they aren't against each other doesn't mean they aren't.
For example, Sengoku is Garp's WB even though they work together
I know that Zoro have Parallel with Rayleigh but that's because both Luffy & Zoro can share Parallels with Multiple Characters, they aren't bond to just One. Luffy have Parallels with Joy Boy, Roger, Shanks, Oden, Rayleigh, Blackbeard ... etc while Zoro have Parallels with Ryuma, WB, Mihawk, Oden, Rayleigh, Kaido ... etc

Only Rival is Kidd atm. Luffy and BB dont have much of a connection like Roger and WB had. I see Kidd changing his ways a bit after Wano too. He'll have claims of fighting against 2 of the strongest plus having a 1v1 with Big Mom now. There really isnt anyone else thats close to that Rogers/WB dynamic unfortunately.

Luffy doesn’t have a Whitebeard.
Whitebeard stood on the level of Roger, there will not be a pirate on the seas to rival Luffy. Out of the worst generation only Blackbeard remains as captains Luffy has yet to conquer.
For a Garp it’s clearly Smoker.
Coby isn’t chasing Luffy and Coby always admits how inferior he is to Luffy. Smoker is actively pushing himself to capture Luffy and has been since the prologue of one piece.
