It's not Stussy, not too sure why you really want it to be Stussy and everything you are saying makes no sense and it feels forced.
It reminds me of when some people kept saying that Carrot was the traitor back during Wano, when it made no sense for her to be the traitor yet some people kept insisting it was her.
Stussy is not loyal to the WG, look back at Vegapunk's note when he created Stussy. It's obvious Stussy was raised by Vegapunk when she was young before she joined the WG, she probably views Vegapunk like a father figure.
Stussy was also confirmed to be spy for Vegapunk, so she would tell Vegapunk anything that the WG knew. In fact the main reason Vegapunk probably knew that the WG was planning to kill him was because Stussy told him, if Stussy was actually loyal towards the WG then she wouldn't have done that.
In fact she wouldn't have taken out Lucci and Kaku either, also she was with Lucci and Kaku when the dome went down. We actually see her with Lucci and Kaku when that happened.
Also she is currently with Sanji and Jinbe, so she is not the person taking out the Den Den Mushi and finally she can't control the Seraphim.
Remember that Stussy has a lower authority level than the Vegapunks and the Five Elders, if she was the one that ordered the Seraphim then the Vegapunks would have been able to stop the Seraphim.
Lastly Oda already pulled a traitor for Stussy, so I highly doubt he would do it a second time for her character again.
The only reason why a few people I've seen say it's Stussy is because they think it would be cool, all the evidence is against Stussy being the traitor not pointing her as the traitor.
The traitor at the end is either going to be one of the Satellites, Vegapunk himself, maybe Punk Records, maybe a 7th Satellite, or none of them and it's actually Saturn on the island.
