In Hardening, not Flow. The PK has that over him by virtue of possessing that feat at all lol.
It's laughable to suggest that Mihawk lacks flow when Hyougoro and Kawamatsu were capable of it.

We know for a fact that Roger failed to blacken his sword.

Ryou has nothing to do with swordsmanship otherwise Luffy couldn't use it. So if Luffy is not a swordsman despite using Ryou than its not essential that all swordsman needs it or needs the highest level of it. Luffy has better Ryou than many swordsman, that doesn't make Luffy a better swordsman because it has nothing to do with swordsmanship.

Mihawk doesn't need to have the best Ryou just because he has top level swordsmanship, just like Luffy isn't a swordsman when he uses it. Non-swordsman Luffy will always have better Ryou than swordsman Zoro.

None of these swordsmen who failed to turn their blades into Kokuto should be eligible. Their COA should be strictly inferior to Mihawk's.

It's probably Mihawk, but other than him a viable option is Garp.
Well Mihawk has passion about swords. He has dedicated his whole life in becoming the best there is. Of course he will have a black sword. Shanks on the other hand has different passion and a way of life. Shanks wasn't actively searching for the worthy opponents to fight and become the number one. While Mihawk was having battles all over the world to become the number one, Shanks was busy partying and becoming the Yonko. They both led different life so we can't compare their haki stats on the basis of their swords.
Long story short, Mihawk had more time to play with his swords. lol

Nope wrong as usual
all zoro has been taught in terms of swordsmanship from 2 different teachers is haki

zoro has had 2 swordsmanship teachers koshiro and mihawk lets start with koshiros SWORDSMANSHIP teachings

lets start with koshiro

just to add hyogoros teachings on the same thing
Koshiros SWORDSMANSHIP lessons for zoro have been proven to be the concept of ryou on the blade
someone who can use ryou on the blade is a bonafide swordsman
hyogoro himself was called mighty blade in the past
something zoro and ryuma 2 other SWORDSMEN were also called

On to teacher 2 mihawk
This magical WAY OF THE SWORD that you keep talking shit about
and the first and only lesson shown so far of the SWORDSMAN EXCLUSIVE WAY OF THE SWORD IS...
COATING THE SWORD IN HAKI

so the combined teachings of the way of the sword taught by swordmen teaching zoro swordsmanship are
-the concept of ryou
- coating swords in haki

no one has taught zoro santoryu its exclusive to him
mihawk didnt teach him any attacks either just haki

Mihawk most likely.

Keep in mind Luffy hasn't been taught CoA by a significant DF user.

Luffy watches Rayleigh (swordsman) use the advanced CoA destroying the cuffs

Luffy is taught by Hyogoro (Samurai/Swordman) Ryou.

Within the One Piece world Swordsman CoA means a lot so by common logic the strongest swordsman should have the strongest CoA
