Him and Prime Garp might have had equally matched CoAs, since by hype they both featured a level of CoA above Roger level, specially Mihawk. No one else wields such a flamboyant level of hype and portrayal however.
Ryou has nothing to do with swordsmanship otherwise Luffy couldn't use it. So if Luffy is not a swordsman despite using Ryou than its not essential that all swordsman needs it or needs the highest level of it. Luffy has better Ryou than many swordsman, that doesn't make Luffy a better swordsman because it has nothing to do with swordsmanship.
Mihawk doesn't need to have the best Ryou just because he has top level swordsmanship, just like Luffy isn't a swordsman when he uses it. Non-swordsman Luffy will always have better Ryou than swordsman Zoro.
Well Mihawk has passion about swords. He has dedicated his whole life in becoming the best there is. Of course he will have a black sword. Shanks on the other hand has different passion and a way of life. Shanks wasn't actively searching for the worthy opponents to fight and become the number one. While Mihawk was having battles all over the world to become the number one, Shanks was busy partying and becoming the Yonko. They both led different life so we can't compare their haki stats on the basis of their swords.
Long story short, Mihawk had more time to play with his swords. lol
