Spiderman gets the win.
They're honestly in 2 different categories imo.
Batmans superpower is money, he's really just a mediocre vigilante who's incapable of getting the job done. He's got a holier-than-thou complex because he doesn't kill people but he has no problem causing permanent damage to people who aren't always some supervillian, he goes around breaking arms and legs of private security who just work for some rich villain yet they are often most likely unaware that their employer is anything other than a ceo of some big company.
Spiderman is strong enough to rip people limb from limb with ease yet he just ties them up mostly uninjured until the authorities arrive.
Spiderman is almost always depicted as an extremely nice person who's just trying to help people because he can.
Batman is a traumatized billionaire with a vendetta, who runs around in a bat costume because he was traumatized by bats as a child and fight every criminal he can find because some other random mugger killed his parents several decades ago which also traumatized him.
Honestly batman is probably one of my least favorite powerless vigilantes
