Koby . It seem so far whne w elook at the powerfull trio 1 dont have coc .
For exemple Luffy , Kid and Law Luffy and Kid have coc but not law .
Luffy , Zoro and Sanji
Luffy and zoro have it but not sanji (at least for now)
SO I guess Since Ace is confirmed .
Ace Luffy Sabo .
Sabo don,t have it .
For Koby he should have it because of sengoku and Garp paralell and he is fruit less .

Nevertheless, the only thing he's proven so far is that he's very ambitious and talented. But he doesn't necessarily need adv CoC to lead the masses. Especially, as noted, since Akainu's grudge against Dragon disqualifies Sabo from a 1vs1 against him.

and he still matched kizaru in the film while being on an inhaler

u dont need conquerors haki to beat admirals
normal haki can do the job just fine , conquerors haki will simply overwhelm them

all u need to have a good fighting style and roushiki is enough for that
u can just get speed like garp , his physical abilities , his coo and u can still be admiral level

koby doesnt need coc to be admiral level

Rokushiki to the peak I don't think they can let you near the top and a strong CoA Is not enough really.
Not even Luffy of 1000 was Admiral level and he has G4 (super strong phisically), CoA of the highest grade (internal destruction) + Adv CoO. Not even close in fact.

To be Admiral you Need or CoC or a hella strong fruit.
