“Tap tap” is not the sound of a foot on grass, first of all. Tap is the sound a sword blade makes when it goes through a thin layer of grass into a solid root.

It’s Gaban. I don’t think another Roger pirate is at all interesting, but it is what it is.
Why on earth do people think an identical figure to Shiki with no ponytail and no giant axes would be Shiki?

Since Roger died, Rayleigh has went from having a tidy haircut and neat goatee to long flowing locks and a huge beard.

He’s also started wearing a long hooded cloak that he never had as a youth, dropped the boots for some sandals and got rid of the sword he fought with.

It's also likely that that person is someone who might have some knowledge about Shanks' family.

And one of the reason Shanks comes to Elbaf every once in a while is to visit a former crewmate.

So Gaban is a bigger possibility than Shiki who had a movie for himself already in which he was defeated by pre TS Luffy.

He has never been portrayed without his axes.

The narration “makes it clear” that Oda is giving you the 500th red herring of the series and it is not a member of the Roger pirates. Remember how he used a text bubble to hide Shamrock’s left eye?

He only has his axes when he is fighting.

And his robe could easily cover them anyway

As for the red herring argument, literally the only reason anyone thinks it is Shiki is because of the clothing. You not think that’s the red herring, and the reason he’s not walking around with two giant axes is because it would really obvious then who he was and we wouldn’t have talked about it for decades?
