Imo the highest chance is the Shandorian/Calgara looking guy from Rogers crew because of similar hairstyles and Skypiea becoming relevant again

Shiki because of similar hair and clothes, the wheel in head and swords for legs is missing

Gabans hairstyle and overall getup doesn't match here. But seeing as he was the helmsman/navigator he might be the one.

If the silhouetted guy is Shiki then what happened to the steering wheel that is imbedded in his head?
I'll play my own Devil's Advocate here. Maybe Crocus removed it and that is why he is seen drinking with Crocus. Not sure when and how he becomes friends (almost family) with Shanks?

I doubt that hat would cover the steering wheel but it's OP and stranger things have happened. Would be better if Crocus removed it and that's why he is cool with Crocus.
