Teach used pistols vs WB, and he used metal claw vs Shanks. Low-diff if you consider the fact Teach could use his pistols or metal claw to finish the fight earlier instead using barehands, but choose not to. Then delivered him alive at the end and still didn't kill him despite he could also stole Ace's precious logia DF and give it to Burgess.

You guys are a bit too literal when reading, but yeah he hurt Ace at the neck. Still not that much damage. Ace also got some serious attacks in like the nipple roasters.
About weapons we have no confirmation about how their haki would match, if they had any, so we don't know if he could hurt Ace that way, besides guns and blades in this comic are not as dangerous as in real life, his physical strenght could easily be more threatening. All in all I would say mid diff or a bit higher.

It was around time Ace was in Onigashima, Fought Jinbe & met Shanks
So the Fight definitely happened in New World, not Paradise

If this Guy Operated in NW, then either They were some Yonko's Ally or They were on a Kingdom affiliated with WG
And if They Operated in Paradise, then this Guy really wanted to Catch Ace & chased him to NW

Fujitora is another Clue
He hates Warlords for some reason, and We've already Confirmed that He had nothing to do with most of them
And as for Mihawk & Weevil, Fujitora didn't request to go after them Post-Levely

So Fujitora must have a Grudge against either Moria or this Warlord Defeated by Ace
Both Disappeared Post-Marineford War, which explains why Fujitora was reserved for Post-TS

Most likely Scenario is that this Warlord ruined Fujitora's Kingdom just like Crocodile & Doffy did (Hence why We saw Fuji's Reaction to both)
And He decided to leave it to Fate at End of Dressrosa Arc, because He witnessed such Scenario before (Ace/Luffy defeating a Warlord)

And it also explains why Luffy was given Bounty of 500M after Defeating Doffy
It's possible Ace got Bounty of 550M after Defeating that Warlord
Which makes Bounties of ASL (Pre-Yonko Wars) ---> 500 ---> 550 ---> 600
