It's a fact that Law isn't a conqueror like Sanji and Killer aren't either, but he's more favorable than both. Coc is about leadership, power and determination, he is ahead of both of them in all of this.

As far as I know, not all statements made are true, if I'm not mistaken, Luffy declared that he would defeat Big Mom and Zoro declared that he would defeat Orochi and slice Kaido to pieces.
