Its going to be Killer. Killer is a vice captain, Sanji isn't. Killer is a member of the worst generation, Sanji isn't. Killer was on the roof, sanji wasn't.
Sanji is clearly stronger than Killer, but Oda is still going to give Killer preferential treatment if not solely to push the fake rivalry between him and zoro. Look what he did with the captains and how he gave them all equal bounties.
Sanji is a 2nd or 3rd commander, characters like this don't usually get ACoC. Especially when sanji already has another powerful ability, his flames and his genetic powers. But Killer doesn't have flames or an exoskeleton. All he has is his spinning blades, physical strength, and haki, just like zoro.
There's literally no other way to make Killer strong but to give him a haki boost. But Sanji has his flames and genes. Watch him get some sort of equivalent to DF awakening, allowing him to spread his flames to the environment.

Also, I think the fact that Oda gave Sanji ifrit jambe and his genetic power up in parallel to Zoro getting ACoC is a sign that IJ+exoskeleton is supposed to be Sanji's equivalent to ACoC. Obviously ACoC is stronger, but I don't think Sanji is too far behind.

Sanji isn’t just a 2nd commander tho? He’s a wing. He has the same leadership role as Zoro does on the crew.
And the fire is possibly going to be connected to his haki; as it’s literally his passion inflamed.
As for Killer Oda may just focus more on upgrading his punishers I don’t think Oda has yet to really showcase Killers haki just like Kid so since Killer doesn’t have a devil fruit, maybe he’ll just get a increase in his weaponry in the future.

Killer's already around Jack/cracker level, possibly slightly higher. By EoS he should at least by a YC1. I don't see how oda is going to do that with a weapons upgrade.

I get what you mean and although I have Killer just under Jack and Cracker closer to Pero (Oda did him dirty with his matchup to Hawkins) but I think to get to top commander level I wouldn’t be shocked if Oda just straight up boosts his weapons making him like Vista.
And I get what you mean about Sanji not needing CoC and honestly I agree it’s possible that Oda can scale Sanji up to Top Tier without it, Sanjis arch just fits a CoC user because his entire family issues was that Judge hated that Sanji “Didn’t have the disposition of royalty” so giving him a haki reserved for “Supreme Kings” would be a great book end to that entire Arch because it proves Judge completely wrong that Sanjis humanity and emotion is what makes him worthy to be royalty while Judge and his perfect soldiers are Not.
