Yeah, he had a good bit of character development talking to Itachi, seeing his memories and then considering the Hokage's words. Not like he wasn't as psychotic at his reintroduction either. It's the events in the manga that changed him.

Fair but this is an issue, it's not memorable at all.

A good example of proper execution of a character's descent into madness is Aoshi Shinamori from Ruruouni Kenshin. You see him being obsessed with his goal after the death of his comrades, and then it peaks when he brutally shreds his old master (this would be the Karin moment in Sasuke's case), he doesn't just calm down prior to the climax, there's too much buildup for that to happen without the fated battle with the MC happening. The payoff of this character arc needs to be the fight itself imo. Sasuke was already a changed man before his final battle with Naruto tbh... that's why that fight just felt like a bonus.

Sasuke's Konoha Revenge arc peaked at the bridge during the Danzo fight. We were supposed to see this version of Sasuke driven mad by vengeance fight Naruto and then potentially change afterwards, but next time we saw him in the war arc he was a completely different character. This isn't good writing by any stretch, there was no payoff for any of this buildup.
I mean I wouldn't say its Shakespearean level writing, but we did get to see how Sasuke changes his mind temporarily after talking with the hokage

And after the war ended he tried to become the leader of the new world

If Sasuke was a straight antagonist, that's probably the route Kishi would've taken. But Sasuke's entire mindset towards what he's doing changes thanks to meeting with Itachi & the Hokage's. He isn't like Aoshi who needs to prove something against the protagonist, Sasuke's looking past everything going on and thinking of the aftermath.

Sasuke goes from being very self-indulgent, getting that good-feeling anger going. He knows what he's doing is justice (for him), he genuinely believes everything he says and that Konoha deserves what it's getting.

But after talking to the Hokage, Sasuke now feels responsible to keep the world safe, if only for Itachi's sacrifice. He can't be that same crazy energetic villain, because his purpose isn't coming from that manic self-righteous anger. He's now on a mission for someone else's sake.

I get that, but that whole bit with Karin and trying to murder Sakura just feels like it lead to nowhere. It might as well not have happened if there was never gonna be any payoff...it almost feels like someone's edgy fanfiction in retrospect.

It's not even believable someone reasonable enough to listen to the Hokage would do such things in the first place, if he was gonna be all saving the world after a talk he should have never peaked at such extremes imo, that's one of the main issues with Naruto as a whole. Kishi has done this with multiple characters not just Sasuke. A lot of characters should be beyond the reach of conversation with the way they were moving.

It´s not like Sasuke tried killing Karin for the lol´s it was because she was taken as a hostage, and he didn´t want to let that get in his way.
Even in the war arc, he tries to burn down the Tailed Beasts and wanted to get rid of them totally, because he saw them as burdens for the rest of the world. It´s simply a traditional ninja indifference. Zabuza was the same, he was totally fine with Haku dying for him to live

Sasuke´s eos goal is literally to murder all 5 kages and naruto, forget Sakura lol.

Throughout Heaven & Earth,I alone am d Honored One
Zoro - lost in direction and on map, but never lose his way.

Sasuke - figured the direction but always end up losing the purpose, and even himself in the process....... only to get everything redeemed and resolved with hardly any on-screen proper buildup.
