This has been true because the economy has been growing consistently for a long time. But now that the economy is slowing down, there might be more cases like this. For example, Intel is planning mass layoffs, most of them wont be engineers though.
Layoff are common . I got laid off but company ensured i got sufficient time to search for new job and good severence package.

You are probably not familiar with "at will" employment in America. Most big tech companies have "at will" contracts, which means that an employer can terminate an employee at any time for any reason without a warning.
Dubya did that when he was in office. Also Twitter has huge chunk of h1b work force from india and china.
Imo i feel there will be huge socialist revolt in America someday. The post pandemic has really shown America is no longer are the superpower. The dynamics have totally changed .
