Well, for characters like kaido and big mom I don’t think they didn’t awaken their fruits because they weren’t strong enough or whatever. I think it has to do with the connection between the user and the fruit and also the mind of the user, see kaido and the dragon fruit, the dragon fruit is not for someone of kaido’s mind, it’s more for someone of momo’s mind, a dragon is very honorable and knightish, like older momo. Meanwhile kaido’s mind is evil, cruel, dictatorish. Meanwhile let’s go with doflamingo, he awakened his fruit, why? Because his strings are like puppet strings, are a symbol of controlling someone or something and used to control puppets and things, that’s how Doffy’s mind works, he wants to control everyone, make them hypnotized and manipulated by him. There are some other users, like LLaw, his fruit needs to be used by someone extremely smart and who’s a doctor, like LLaw. If Kid and LLaw swapped fruits they wouldn’t awaken them, because yes their relatively equal in strength (with Kid obviously being stronger) but their personality and mind is key in awakening a fruit

It’s honestly quite weird that someone like kaido can’t awaken his fruit while kaku did that in 2 years
if it’s skilled based then kaido should absolutely be someone who can awaken his fruit

But we all know the out story reason that Kaido was already too strong so Oda couldn't give him awakening on top of everything he gave him power level wise
My point is that Kaido isn't some entity with a pre set level of power that exists beyond the reach of Oda's pencil. If he wanted awakening in his skill set, a simple writing adjustment would have done the trick without any need to overall make him any weaker or stronger.
Basically, awakening didn't need to be written as a powerup on top of what he did show in canon. It could have been squeezed in wherever Oda deemed appopriate within his existing power set.
