That’s funny I ask u every time. Who said 1-1 bet on Kaido was a thing during the oden fight. U seemly never need any proof when fraudhawk not involved.
But since I’m not like u, here’s part of an explanation. Mihawk post shanks fights has never fought anyone above him. So it makes significant less sense, he’d awakened his Black blade post fighting his greatest rival.

Kaido was called invincible then as he is now. Not sure what relevance that has here.
It was never said shanks was his last fight
Just that when he found no more challengers he sailed for fun and became a warlord.
And we know either he or kuma was the last warlord to join out of the originial from the ace novel iirc. So there were plenty of years for him to fight till he got bored.

That still has nothing to do with shanks being his last fight. Just his biggest. And yes when hes not allied with the warlords you dumbass the marines are after him as he has a bounty.

Four of these are the three Admirals and the Fleet Admiral: the highest-ranking authorities in the Marines. The other six are their counterparts in the World Government: the Five Elders and the Commander-in-Chief.
The only way for someone of a lower rank to initiate a Buster Call is if they are legally granted permission and a Golden Den Den Mushi by one who has the authority. There are two known instances of this: when Admiral Sengoku gave permission to Spandine,[1] and when Admiral Aokiji gave permission to Spandam.[2]

the main factor of Oden being weaker than Mihawk isn't black blade imo , but Oden being more comparable to Base Kaido
Hybrid Kaido/Awakened Akainu/Awakened Aokiji will completely wreck Oden . and i expect Mihawk to have some power up to match them
overall Oden would give High Diff , or at least Upper Mid Diff to Mihawk though .
