Human rights apply to anyone in a WG country who isn´t deemed a criminal
(For reference, a criminal is usually someone who violates the law and is a pirate in the context of the story, but there´s also entire bloodlines/races deemed criminal. Which is a whole thing). By that logic, every single admiral has human rights. This is why the government does not randomly kill/execute Garp despite not really liking him. If the CD´s disliked a warlord, they would just try burning them alive while they´re asleep or some sort of similar situation
(for clarification, yes, the celestial dragons do not really care about human rights and they violate them all the time. This doesn´t necessarily mean human rights don´t exist, as any government ever in any context violates human rights all the time). I also don´t understand how you made some comparison between admirals and slaves, since we know admirals can quit(Kuzan). That kind of goes against the point of slavery.
