Oda never said "Even Rayleigh couldn't replicate it", interpretating the statement as Shanks being the only one to succeed among those who tried instead of literally EVERYONE being unable to is not any less valid. There were non-swordsmen in the crew like Gaban (so there are already characters excluded from it) and Rayleigh relationship with Roger is not that of a failed copycat, he's his partner
