Can't be CoC, Oda directly compared Shanks and Ray's CoC in FMI. At the very least they're in the same tier.

I'd bet Rayleigh simply didn't want Roger's move, he was his own swordsman after all. It's like asking why Zoro doesn't copy Brook's techniques.
 
He definitely would be in oden's. Oden thought no one else besides himself could beat him. Even in shanks's its possible. Roger and WB aside , Kaido comes next. Shanks personally doesn't know anything about Rocks.
Oden essentially won against Kaido despite the odds hence why he is living rent free in kaido's mind since 20 years. Oden would have the exact same top as Wb and Roger.

Technically oden lost but even if we go by that route , the manga explicitly says that it was a long fight. A character beating another doesn't mean they can't be on their top 5 lol.
 
Why didn’t King, Jack, Queen, and Who's-Who want to copy Kaidou's Thunder Bagua?
Yamato copied the Thunder Bagua, and King "copied" the Flaming Dragon.

This topic lacks a solid foundation. There is no clear information indicating that Rayleigh tried or wanted to copy any specific technique of Roger’s, like the Kamusari. Without that evidence, any assumption about him wanting to replicate Roger's abilities is purely speculation.

Landing a headbutt is situational and highly context-dependent; your opponent isn’t going to suddenly get amnesia and stop thinking mid-fight,look how many headbutts he tried against Sanji.. Meanwhile, the Thunder Bagua is the fastest attack in the entire series—it can blitz and knock out admirals in the blink of an eye.
 
Kamusari, divine departure, at this point is probably a signature move of the "main characters", holders of the hat or whatever you want to call them, if Luffy had a sword I would bet he would get it if he already hasn't at this point. Ray or the others will simply not get it because he is not from that line.

Also it is to be expected Joy Boy will have it too or maybe not because he is even above Roger.. so he has something else that Luffy gets as well while Roger and Shanks didn't.
 
He probably didn't try hard, but at the same time it wasn't something Rayleigh could've easily picked up if he wanted to. Oda made sure to emphasize that Shanks replicating it at the age of 15, something no one else could pick up, made him a genius. That statement wouldn't make much sense if no one of worth even tried it.

Plenty of blade users in roger pirates tho
