In Universe: Advanced CoA could be more draining on Haki then G4. Which speaks to either the mastery of G4 or the strength of Advanced CoA.

Out of Universe reason: It's dumb to make prominent antagonists into hype tools for Luffy at this stage for him. It's better to build them up since they have relatively little time to shine before being beaten.

Hyogoro was emphasizing how Luffy should use the vast amount of Ryuo around his body that he never used before, and how he shouldn't use too much brute force. It's supposed to be the solution to draining, not be more draining than G4.

OT: I can't think of anything other than plot. Like, even if penetration haki would be too dangerous for Ulti in a headbutt clash, he could at least use barrier (if he is capable of barrier ofc). It would be a good defense without hurting Ulti too much. Though Ulti herself could be capable of barrier too like Boa sisters. I guess we just have to wait for when he uses advanced CoA and see its capacity.

Hype, Oda has given us a glimpse of what advanced coa can do and Luffy will unpack the box only vs Kaido or a possible serious fight he get before Kaido. Also from the hype point if view now G4 is way more expandable than advamced coa since G4 is like an old tool now (ssj form in Cell saga to make an example) while advanced coa is the novelty and has to be used wisely 1 drop at a time to not ruin its hype (like G4 in Dressro saga, Luffy could have used it before but it was reserved for the grand finale).

It either that it would one shot ulti and it's too strong, and Oda is restricting it for that reason

We know Gear 4 consumes more haki than his base form. Advanced Armament Haki is more effecient than Regular Gear 4.

Either Luffy has fully mastered it, which is why he is not using it.

We see Zoro using Enma Practicing with it on live Opponents, so Luffy not using it on live opponents such as Uti and Page one makes no logical sense.

Unless he has fully mastered it completely and it is far far stronger than we think.
Because Oda wanted to Wank her before Nami defeats her thus make Ulti's defeat bigger achievement than it is.

its not that be-all-end-all ability that some would like it to be.
not every punch needs to have the property to bypass defenses.

it also remains to be seen if haki or brute force requires more stamina. or a different kind of stamina altogether.
its maybe not a good idea to spam that move if other attacks would do the trick aswell.

same as we have not seen any (literally anyone, Fuji included) of the swordsmen (the faction that taught Luffy this little trick) imbue each and every attack with ryou.

maybe now you realize that this is not a spammable move and it does not elevate Luffy to top tier by default... sigh.
its a new tool, not a massive power up.

That exactly is the reason why Ulti performed that well against Luffy.

Imagine how fast Kanjuro/Apoo/Ulti would be finished if their opponents went all-out from the start... It's the typical MC attitude: "I'm adapting to my enemy before I start all-out!" and yeah, Luffy does that very often.
