Why didn't luffy use gear 4 against hordy or ceasar? Or right from the beginning against doflamingo? In the arena against don chinjao?

Because he doesn't show his true power. So it feels an asspull, when he has mastered 2 other forms of g4 and uses them against cracker or katakuri. Really sad.

Begs the question, did he conserve his energy at all, when he was shot by apoo or when he had to use g4, if yamato didn't came (he was about to use g4 and thus the fight would be dragged longer just for nothing lol)?
People, don't think too much in to it. Advance haki is a higher level power than G4. Advance CoA is more design for dealing with strong armor/defense that's hard to beat.
Luffy didn't use advance haki because he didn't need to. He was going to beat her with a G4 attack. He beat P1 with one G3 attack. It would have been quick like he used it earlier when they were heading to the island.
first thing hordy, ceasar and chinajo luffy didnt need to use gear 4 against them (also it woulnt be good idea to turn into bounceman while in a bubble at the bottom of the sea).
luffy doesnt staight off use gear 4 in every fight with a strong opponent ,thats a charater trait and not bad writing, it would be bad writing if he wasnt constant with how he fights like if he straight away used bounceman against doffy but not cracker.

Snakeman and tankman had nothing that was radically differant from bounceman, snakeman attacks are just smaller and faster Culverin and for tankman luffy can morph his body inside himself with other attacks so him able to catch someone with his gaint body then shoot them out is no differaint, these forms are just luffy using gear 4 in different ways, to me its like show off any other normal new attack.
