Because you pulled those numbers out of your ass. Even if you say Whitebeard wasn't at his peak, based on what would you claim Garp was at his peak? You compared Whitebeard's and Roger's clash in God Valley with their clash in Oden's flashback to highlight how much stronger Whitebeard was later on. But I could do the same and point out how a 78 year old Garp's Galaxy punch aimed at the ground was magnitudes above the punch Garp aimed at the ground of God Valley. Which would mean Prime Garp >> Hachinosu Garp >>>> God Valley Garp.

What's the basis for your claim that Garp was 99% at his prime at God Valley?

1. Garp being portrayed as relative to Roger, and WB clashing with Roger automatically shows he has the capacity to do the same with Garp

2. Garp as a marine, is chasing the trio, who have a specific objective to accomplish at God Valley under the direction of Rocks, which they have clearly chosen to stick by, as shown when they're taking out any pirates that aren't in line with their objective.

3. If they chose to fight Garp, they would be put in a situation where even when they take him down, they would be disadvantaged, not just at a health perspective (taking damage, wasting energy) but also a time perspective. There is very little purpose of spending time combatting marines chasing you (particularly Garp) whilst potential battles between pirates are being settled (Involving your own crew) when your presence could make the difference.

4. Narratively, if WB wasn't there for Roger to use as an excuse to give Ray his lay up, Oda couldn't ultimately give Rayleigh the lone moment he had with Shakky, which is clearly what he was going for this chapter, just look at the title of the chapter.

Conclusion: What we should really be focusing on, is how much of a mihawk upscale this chapter is, if WB slash could have took out Big mom, and was a wide enough range to be a danger to flying pirate shiki, imagine Mihawk chasing after then sending a MF size encompassing slash, he could literally end their lives right then and there in one fell swoop.

It's interesting because I've seen youtubers redditors etc etc, hold onto this notion that Xebec is somehow stronger than current Mihawk and Shanks, and that they wouldn't fare better in a 1v2 against Garp and Roger, (as that one panel led people to speculate). But the fact of the matter is these characters are still growing, and Xebec has not been shown to be anywhere in the ball-park of Shanks and Mihawk.

It's been obvious that Oda is more about gag fights, equal clashes and false rivalries than serious fights to the death.

I mean we all thought that Roger and WB pr Roger and Garp had extreme diff fights where they almost killed each other like they said. But then we see the reality, a few clashes with funny faces, little bit of running away here and there.

Garp literally has no reason to fight Roger, nor pirates as a matter of fact. He could just be another pirate scumbag himself and he would be more justified in his actions. He doesn't give a shit about slaves being hunted and murdered. So why pretending to be a good dude.

Look at Dragon, he has barely served in the marine and already knows he should resign lol.

Oda could've made Whitebeard look less pathetic anyways. It's Whitebeard we are talking about. Could've let Whitebeard and Garp have an equal clash before Whitebeard said he has no time dealing with Garp in a calm demeanor, instead of immediately having a run for his money with whitened eyes.
Yea people are missing the point entirely. This isn't about the reason why WB ran. It's the fact that he looked like a weasel.

Atleast when it comes to the rest of the lackeys though Oda is always separating him. Only when Garp chujo is involved WB looks indistinguishable.

Not entirely. In the navy ship case, it didn't hurt Whitebeard's portrayal, as he was pretty chill when making the point that fighting Navy ships is pointless, as they are an entire organization that will keep sending forces.

In the Gap scene, he chickened out and ran, even yelling that it's Garp!! Run!! With Garp calling them sea kings in a "prime fishing spot". Garp literally called them a bunch of fish to hunt on a fishing trip.

And in Marineford Whitebeard encouraged his forces to ignore Garp by calling him just another feeble old soldier. It's all banter at the end of the day
When we get down to brass tacks, what matters is both Whitebeard and Garp are established as the equals of Roger, so there's no reason to think Whitebeard really believed he couldn't take Garp especially when he had another top tier and Kaido who was around YC1-Inbetweener level by then

People will downplay this to oblivion, but anyone who actually cares for what WB stood for is not excusing this. Aura loss is a real thing, certain characters need to be handled with more care, Oda is telling us when Garp is involved, WB is just another Rocks member. It's sad to see.

Fighting Garp is pointless as the fight won't stop anytime soon, inferring with their goal.

This is standard cops and robbers behavior of OP. This has no impact to portrayal being lowered

Yes, and Oda could've portrayed Whitebeard's reaction in a way that wouldn't have tainted his dignity. Again, making Whitebeard have an equal clash with his peer and pointing out how he doesn't have time to deal with him at the moment, as he has more important stuff to do. This would be consistent with his glory at Marineford. Dying on his feet, and never suffering a wound from cowardice on his back.

That scene was not worthy of the king of the seas.
