Oda could easily have had WB get stalled by Roger a bit earlier to avoid this scene and "protect" him, but nope, he had WB look like a bitch to directly hype up Garp.
Although age wise Newgate should be close to his prime, it's possible that it's only when he became a captain that he reached his full potential as I don't believe this version of WB is intended to even be = Garp, let alone stronger.
