His crews strength
His commanding presence
His level of respect

To be fair it’s likely a combination of both. BB clearly made it about power so he stopped the WG made it about status and who he is. However, if he wasn’t powerful enough to back up his actions the war wouldn’t have stopped.
Sengoku didn’t want to upset Shamrock and Garling when they are teaching the wayward son a lesson in humility by making him sleep in caves and sausage fest ships
At that time in the story his status meant his Yonko status and overall notoriety from being part of Roger's crew and an overall level headed great pirate
Now we can explain Sengoku's words via recent reveals i.e. Shanks' Figarland blood
It's both power(fighting ability) and status.
If Kaido or BM comes with their whole crew and ask them to stop the war otherwise they'll also join and continue the war.....any sane person will agree with ceasefire and Sengoku isn't an idiot, even a madman like Akainu if he was in Sengoku shoes will do the same.
Shanks asking to let Ace and WB body return to the pirates for proper burial and Sengoku agreeing might have to do with his status and noble family tho, plus trusting him.....
To answer the question, try to replace Shanks with... Saint-Charlos, beside Coby dying horribbly :'(, Sengoku would have reacted the same ''If it is you then ok'' and then orders everyone to stand down.
It never made sense. Even if Sengoku knew of Shanks' identity, his heritage won't give him authority over the marines given he is a great pirate and Yonko. Doflamingo's family was part of the Celestial Dragons inner circle, yet he was treated as scum for a decision made by his father and becoming a pirate with no privileges.
Shanks stopping the war was just a mixture of his power (individual + crew) and his diplomatic nature.
