Well, look at it this way, Kaku was outfought by his old rival, was betrayed and instantly K.O'd by Stussy, and has to rely on aforementioned old foe to survive what is to come.
In all seriousness, Mr.2 got a different treatment and evolution as a character that entirely separated him from the Mr.0 and Mr.1 association and that's great for him as a character. Even by the end of Arabasta he was more of a friend to the crew (to Luffy) than he was "Sanji's opponent".
The seconds stick around in a different way, they stay around as seconds while the rest of the crew disippates entirely, which ironically makes them more important for their groups (and as fanservice/nostalgia tools) even if they're just being used to stand around. Sanji's opponents get "the rest of the crew" treatment.

Bon Clay got his own redemption arc and a bigger role in Alabasta than Mr. 1.
Absalom got his own story as a reporter killed by the BB Pirates, even a moment which should’ve related back to Zombie Ryuma was skipped in wano.
Wadatsumi ended up joining the Sun Pirates while Hyozou is irrelevant.
Queen was a significant more prominent villain in wano, and in the plot of the story than King has as well.
You can say a lot about the number 2s, but sanjis opponents have almost always been more relevant
