At the start of the manga it is established devil fruits are very rare and indeed people are after them and ready to pay a lot of money (depending on the fruit but it is always a huge sum) to get one. Then as the manga goes on and the islands the straw hats visit get increasingly more "elite" then you see more devil fruit users and stronger ones.

I don't think there are enough devil fruits to feed everyone.
As for the strong people who can hunt a DF, for some it's about the fighting style (e.g. Mihawk and Garp). For some I have no idea like why doesn't Shanks want one?

There is going to be a Yonko, with the help of a scientist, starts creating factories that would produce artificial zoan devil fruits that would get fed to his massive crew.
So I think this sums up the reason why most people who want power doesn't eat devil fruits. There's just not enough for all that one of the strongest pirate decided to create artificial ones.

So people like WB and Kaido have weaker haki to be equal to guys like Roger and Oden? What about Garp? He has no DF or weapon? At least with weapons you don't get a downside (not counting an undisciplined Enma).
The last two arcs should have made this very clear why DFs can become very disadvantageous apart from just the drowning stuff. Look at BM in Wano, needs her cuffs to be removed. Luffy and Kid mostly neutralized. Orochi not being able to transform because of a small needle. And now in Egghead we have the bubbles, look at how Stussy dealt with Kaku and Lucci.

- Big organisation have monopoly over DF
- DF takes away your ability to swim which is very imp in one piece world. Let's say if everyone in the crew eats one , and ship somehow drowns. Who is saving them?
- Sometime DF have after effects , like Sugar Fruit , Magallen Fruit.
- DF can countered Hard by Haki.
- Reaching peak of DF isn't something everyone can do.
Obviously in the case of stronger haki vs weaker, you get Greenbull even with a OP DF.
But what if Greenbull also had haki relative to Shanks?

I like Live action as well. Trust me East blue saga is pinch in the series. The grandline is where strawhat meet their match. Crocodile, Ace , Smoker , Vivi , i think Steve Maeda may have tough time dealing with chopper the new crew member as doctor as he will be talking reindeer.
Ill say wait for Nico Robin she is going to be coolest character. Cant wait for her appearance.
