Why doesn't Zoro say his goal is Change to Fujitora or Nusjuro after clashing with them and sensing haki

Mihawk can be above them, for me he's weaker than Shanks, Akainu, Kuzan.
Nusjuro I thought he could be stronger, might to not be. Never doubted mihawk being stronger than issho, mihawk is not weak the problem is pushing the top 1 agenda, above characters more important and with better portray, for example what puts Mihawk above Kuzan? Fucking nothing.

Top 1 agenda is spot on which makes it not an agenda but reality.
If your guys like Shanks, Akainu and Kuzan were even remotely stronger than Mihawk, they would be on Zoro's radar.
Just like Kaido was because the world called him the toughest. Instantly became a target for Zoro.
Are Shanks, Akainu or Kuzan ever targetted by Zoro? That proves they are weaker than Mihawk.
Because Zoro targets only the strongest. Zoro's aim is what proves Mihawk is the strongest.

Shanks doesn't have better Potrayal

Out of all the swordsmen he has encountered Mihawk is clearly the strongest.

The only other swordsman Zoro has admitted is a level beyond him at the moment is Oden because he realized how skilled with haki he must have been to wield Enma like nothing.

Fujitora downplayed his abilities a lot vs Zoro and Sabo so it wasnt much to go by but Zoro correctly understood he was an admiral before anyone else noticed so he clearly sensed an overall power level.

Nusjuro was mostly off screened so that is up in the air.

Amongst non swordsmen he was impressed by Kaido and Big Mom, especially Kaido. And he holds Luffy in the highest regard.

Shiki who fought Prime Garp and Prime Sengoku for sometime, is weaker than Shanks?,

Shanks has the attention of Akainu, Green Bull, WB, Gorosei, Mihawk, Kaido, Roger, Sengoku and BB. Until proven otherwise he is to be considered God Level with a select few others. Feat and hype is sick.

Shiki was at best around Big Mom level. I’d wager a bit stronger than young Big Mom and a lot stronger than Kaido but still same tier. Same as King > Queen >> Jack. WB on a level above, Xebex 2 levels above.

Your mistake is you are use characters importance to One Piece to determine their strength. That doesn't work with Mihawk because he has never cared or been in the race for One Piece. He could have been the captain of CG and a Yonko but turned it down because he doesn't care for either. Those titles mean nothing to him.

Mihawk is so important he doesn't need to be connected to One Piece directly to be important.

Mihawk is waiting for a swordsman stronger than Shanks. That places Mihawk above Shanks.

Luffy stating Mihawk was too strong for him to face but not the combined power of 3 admirals that includes Kuzan, Borsalino, and Sakazuki places Mihawk above all 3 of them.

Shanks - yeah, maybe. Mihawk is WSS but Shanks might have something else to win that isnt considered fair swordsmanship

Akainu - yeah, maybe. That guy is just super strong with a badass DF.

Kuzan - no. He is strong in his own right and can hold his own against more or less everyone in the series for a while. Push comes to shove I’d say there is a level beyond him where he always loses including the likes of Dragon, BB, Akainu, Shanks and Mihawk.

As to what puts Mihawk > Kuzan? Simple hype and portrayal as we have too few feats from either.

Whitebeard says their duels were legendary according to others lmao. Warcury states that Kuzan impressive fighting force helping Black beard is a big deal while the government easily sent Mihawk away for seraphims.

I mean a lot of people seem to think that Oda is intentionally writing some kind of ambiguity regarding Mihawk’s title or strength or both. But the strange thing is that in-world, the character who this would affect THE MOST doesn’t seem to notice any ambiguity of any kind.

Zoro has never once said or thought to himself “Maybe Mihawk isn’t the strongest swordsman in the world.” This is Zoro with some level of experience too. He’s fought King, S-hawk, Fujitora, Big mom and Nusjuro. He’s at least witnessed Law fight, and Dory and Broggy, and has sensed Shanks’ big CoC that one time.

Zoro is a bonafide New world veteran now. He’s seen or fought the full range of combatants in the verse. And yet for whatever reason, he still doesn’t think there’s a single doubt regarding Mihawk.

In fact Oda even introduced reasonable doubts like Mihawk becoming Buggy’s subordinate and yet Zoro rejects that completely. Then Oda introduced a Mihawk clone that the vivre card directly says has Mihawk’s level of swordsmanship already. And yet Zoro clashes with the clone and comes out saying Meh.

Why hasn’t Zoro to this day ever doubted that Mihawk is the strongest swordsman in the World?

It's very simple: Because Mihawk is the most powerful swordsman both in Name and in Reality.
