Is it just for plot purposes so he isn't too strong? Because he would've absolutely destroyed Doffy if he couldn't run out. If he was lethal like Zoro, he would need just one clean hit and would never run out of haki.

Luffy is the only one who run out of Haki beacuse Luffy is only Emperor-level character and Emperors are silver medalists.
If and when Luffy become a legit top-tier (gold medalist) than Luffy wouldn't be defined by being compared to some losers of bygone like the one he defeated in the Land of Wano, what was his name again? 🤔

I mean, its been this way since Enies Lobby lol when he started using Gears. Its a thread Oda has pulled on for almost 20 years.

Its a way to add "tension" to Luffy's fights because they last so long compared to other characters. Its not surprising its happening this arc either, because he clearly needs Luffy/Kizaru on ice until he resolves other things with Saturn/Bonney/Kuma/VP

Luffy's newest power ups always have drawbacks until he gains more experience with. Check pre-TS Gear 2/3 as per example.

He overclocks the fuck out of his haki with G4 and G5 and haki has a limit. Why does he use these forms? Because he isn't strong enough without them.

Dude that is anything but nerf.

Oda does that so his power ups doesn't look straigth bullshit.

Just like Goku Super Sayan form was very exhausting to him and he had to train it so he could be on SSJ form how long he wanted without side effects.

Then his SSJ3 limited his time on Earth.

His SSJ4 was also time limited.

Any Bozo who wield Enma would runs out of haki in a single swing, Zoro almost runs out of his haki when he unleashed Enma continuously.

Simple really. Because he's not strong enough, so he has to use these overly taxing forms to compensate against opponents who would destroy him otherwise.

Think of it like a binding vow or nen condition.

It's unfortunate really but only gear 5 is true yonko form, without it he's only as strong as an admiral.

I imagine that's why Oda gave him the 3 bill bounty when he has previously eclipsed the bounty of practically everyone he's ever fought. He's not quite there yet.
