If we think about it, it's the strongest DF possible. What is even preventing him beside plot armor to bring back the likes of Gold roger, WB, or whatever, and what is the explanation for his df to bring back dead people that are very noticeably weaker than the real ones ? It should have been explained.

Bringing Whitebeard and Roger's bodies back to life is one thing but to see them being as powerful as they used to be while they were alive is another.
To bring back the full power of a legendary fighter you need someone with extraordinary strength and personnality himself/herself or the zombies will turn out to be poor copies of the originals.
Ryuma with Brook's shadow was only a long shadow of his original self and it may have been the same for Captain John and even Oars.

You say this like it’s a continually running issue...Oda isn’t downplaying anything, the fandom is. Moria is a cool character, but it’s not like his existence is salient to the overall plot, and his DF is pretty rad but suffers from the same irrelevance. There are simply too many other things with actual importance that need to be addressed. It’s entirely possible that he could do something like this in the final war, but why do we need to see it happen right now?
